ECO4 is a UK-wide obligation on large energy suppliers, regulated by Ofgem. Funded by suppliers, delivered to fuel-poor households. It runs until approximately late 2026. In Scotland it works alongside HES grants.


2. Who qualifies? Two routes

- Housing Benefit
- Income Support / JSA / ESA
- Child or Working Tax Credits (income below £31,000)
- Council Tax Reduction (some cases)
- AND the home has an EPC rating of D–G


Route 2 — ECO4 Flex (Local Authority Flexible Eligibility)
- Low household income, typically under £36,000
- Vulnerable to cold (elderly, disabled, young children, long-term conditions)
- Home in a high-fuel-poverty area

3. What does ECO4 fund?
- Loft, cavity, solid wall and floor insulation
- Air source heat pumps (especially off-gas homes)
- Solar PV panels (for lower-income households)
- New efficient heating systems
- Windows and doors as part of a package
- Battery storage in some cases

7. Quality, standards and consumer protection
ECO4 delivery is far more tightly controlled than it was in earlier schemes. Installers must meet tougher requirements, and projects are subject to stronger oversight, quality assurance and independent protections.

8. Can private tenants apply?
Yes — private tenants can access ECO4 with landlord permission. The property must have an EPC of E, F or G, and many insulation, heating and renewable upgrades can still be fully funded.
